The problem of bedridden elderly people has become a major social issue not only because they have become an excessive burden on their families. There is also the problem of an increase in the number of elderly people who have no choice but to be hospitalized in hospitals in the form of "social hospitalization" due to family circumstances. On the other hand, there are not enough facilities to provide medical and lifestyle services to the elderly. For this reason, a partial amendment to the Health Care for the Elderly Act in 1986 made it legal to establish "Elderly Health Care Facilities." The purpose of these facilities is to provide nursing care, caregiving, functional training and other necessary medical care for bedridden elderly people, as well as to look after their daily lives. 寝たきり老人の問題が大きな社会問題となっているのは，家族の過大な負担になってきたからだけではない。家族の事情など「社会的入院」という形で病院に入院せざるえない老人の増加という問題もある。一方，老人に医療サービスや生活サービスを提供するだけの十分な施設が整備できていない。このようなことから 1986年の老人保健法の一部改正で「老人保健施設」の設置が法定化された。これは寝たきり老人の看護・介護および機能訓練その他必要な医療を行なうとともに，日常生活の世話を行なうことを目的としている。この施設は入院治療を目的とした病院とは異なり，寝たきり老人の心身の状況にふさわしい医療サービスと老人の生活の実態に即したサービスを行なうところに特徴がある。
