A mandamus proceeding is called a mandamus proceeding, following the mandamus proceedings in Anglo-American law. Unlike the Anglo-American law, this is not a system for the relief of individual rights, but a unique system of agency litigation (Article 6 of the Administrative Case Litigation Act) between national and local administrative agencies. Unlike lower-level administrative agencies in a normal administrative organization, the prefectural governor or mayor of a city, town, or village, which is considered an organ of the state, is the head of the local government directly elected by the residents, and in accordance with the constitutional principle that guarantees local autonomy, the impartial review and judgment of a third-party court is required to make them obey administrative supervision orders or to take the measure of acting on behalf of the minister if they do not obey those orders.
