This place name was located on the right bank of the mouth of the Shinano River, and the place names Nuttari Higashi and Nuttari Nishi remain in Niigata City today. Until the mid-modern period, the Agano River flowed into the Shinano River, and as a result the area underwent significant changes in topography, forcing people to relocate frequently. In ancient times, Nuttari fences were erected, and Nuttari-go in Nuttari County was located in Echigo Province. There is a theory that Mikuri Shrine in Nuttari County, which is listed in the Shinmeicho (list of deities) of the Engishiki, corresponds to Hakusan Shrine, which is located in Nuttari Higashi. Nuttari County was absorbed into Kanbara County, and has not been seen since the Middle Ages. It appears as "Noriashi" in the article in the Yoshitsune-ki about Minamoto no Yoshitsune's flight to the northern provinces. During the Nanboku-cho period, it was a battleground between the forces of the Northern Court north of the Agano River and the Southern Court south of it. It is believed to have functioned as a port at this time, and during the Sengoku period it was known as "Mikazu" along with Kambara-tsu and Niigata-tsu. After the Otate Rebellion, the area was the territory of Shibata Shigeie, who had defected from Uesugi Kagekatsu, but in 1586 it came under Kagekatsu's control. In the early modern period, it was part of the Shibata Domain, and the townscape developed as a distribution center for rice tax for the Shibata Domain, Soumi Domain, and Murakami Domain. Around the time of the Kanbun period (1661-1673), there were 251 households and 2,120 people. After losing a dispute with Niigata Town over the functions and rights of the port town, the town was relocated along the Kurinoki River in 1684, and its port functions declined thereafter. It was merged into Niigata City in 1914.

信濃川河口右岸に位置した地名で,現在新潟市に沼垂東・沼垂西の地名が残る。近世中期まで信濃川に阿賀野(あがの)川が合流していたことなどもあり,地形変化が著しく,たびたび移転を余儀なくされた。古代には渟足(ぬたり)柵が設置されたほか,越後国に沼垂(ぬたり)郡沼垂郷があった。《延喜式》神名帳に載る沼垂郡美久理(みくり)神社を沼垂東に鎮座する白山神社にあてる説がある。沼垂郡は蒲原(かんばら)郡に吸収され,中世以降みえなくなる。《義経記》の源義経北国落ちの記事に〈乗足〉とみえる。南北朝時代は阿賀野川以北の北朝勢と以南の南朝勢の合戦場となった。このころには港の機能を有していたとみられ,戦国期には蒲原津・新潟津とともに〈三ヶ津〉と称された。御館(おたて)の乱後,一帯は上杉景勝から離反した新発田重家領であったが,1586年景勝の支配下となった。近世には新発田藩領で,同藩や沢海(そうみ)藩・村上藩の年貢米集散地として町並が発展した。寛文(1661年−1673年)ころの家数251,人数2120。港町の機能や権利をめぐる新潟町との争論に敗れ,1684年には栗ノ木川沿いに移転,以後湊の機能は低下した。1914年に新潟市に合併。
