An ancient castle fortification built near Nuttari in Niigata City. According to the Nihon Shoki, it was built in 647 (the third year of the Taika era) and, in response to Iwafune-no-ki, which was built to the north the following year, it became a base for development and management in northern Echigo. The ruins have not been confirmed at present, but it is thought to have been located at a key point for land and water transportation near the mouth of the Shinano River, and in 658 (the fourth year of the reign of Empress Saimei), Otomo no Kimi Inazumi, the Miyatsuko of Nuttari-no-ki, was awarded the rank of Shootsuge. Inazumi, along with the Tsugaru County Lord (Hyozo), Nushiro County Lord (Hyozo), and Tsukisara no Ki no Miyatsuko, who were also granted titles and gifts at this time, is thought to have played an important role in managing the northern region along the Sea of Japan coast of the state during the period when the Ritsuryo system was being established, and therefore Nuashi Saki is recognized as a key district in Hokuetsu for a considerable period of time.
