A protocol signed in Tokyo on April 25, 1898 between Foreign Minister Nishi Tokujiro and Russian envoy RR Rosen. By this agreement, Russia recognized Japan's superiority in commerce and industry on the Korean Peninsula, but in exchange for the conclusion of this agreement, Japan tacitly accepted Russia's occupation of Port Arthur and Dalian.
