From the late 9th century to the early 10th century, many people who became "Otaka" came from the Shimotsukenu clan, and in the 11th century, the Nakatomi clan was still falconers, but by the Insei period, the hereditary succession of the falconer's position by the Shimotsukenu clan and the hereditary succession of the falconer's position in Kawachi Province's Konno Kinno were almost established. In December 1161 (Oho 1), Shimogono Takeyasu and Tomotake of Katano Takakai were fighting with the residents of Kusuba Gomaki, a regent's territory, over Takakai-menden land, and this dispute continued until 1187 (Bun'ei 3).
