The term refers to the ancient Japanese government organization under the Ritsuryo system. In the narrow sense, it refers to the two offices of the Daijokan (Grand Council of State) and the Jingikan (Cabinet of State), and the eight ministries of Nakatsukasa, Shikibu, Jibu, Minbu, Hyobu, Gyobu, Okura, and Kunai, but in a broader sense, it refers to the entire organization of government offices under the Ritsuryo system, including the central offices such as shoku, ryo, and tsukasa, the Danjiyodai, and Efu under the control of the two offices and eight ministries, as well as the local offices such as the Dazaifu and various provinces. 日本古代の律令制の官庁組織をいう語。狭義には太政官(だいじようかん),神祇官(じんぎかん)の二官と中務(なかつかさ)省,式部(しきぶ)省,治部(じぶ)省,民部(みんぶ)省,兵部(ひようぶ)省,刑部(ぎようぶ)省,大蔵(おおくら)省,宮内(くない)省の八省を指すが,広義には,この二官・八省に統轄される八省被管の職・寮・司や弾正台(だんじようだい),衛府(えふ)などの中央官庁および大宰府(だざいふ)や諸国などの地方官庁を含む律令制の全官庁組織の総体をいい,ふつうは後者の意味で用いる。
