A system in which specialized committees are established to investigate and deliberate in advance matters to be discussed in the plenary session of the Diet, and the focus of parliamentary management is placed on these committees. This committee-centered approach is typical in the United States, while the UK has been said to be plenary-centered in contrast, but the UK has also gradually come to place more importance on committees. Both houses of Japan have standing committees and special committees, and members belong to at least one standing committee and hold that position during their term of office.
