Parliamentary committee system

Japanese: 議会委員会制 - ぎかいいいんかいせい

A system in which specialized committees are established to investigate and deliberate in advance matters to be discussed in the plenary session of the Diet, and the focus of parliamentary management is placed on these committees. This committee-centered approach is typical in the United States, while the UK has been said to be plenary-centered in contrast, but the UK has also gradually come to place more importance on committees. Both houses of Japan have standing committees and special committees, and members belong to at least one standing committee and hold that position during their term of office. In addition, with some exceptions, non-members are not allowed to observe committee deliberations.

議会の本会議で審議する案件を事前に調査・審議するための専門委員会を設置し，議会運営の重点をこの委員会に置く制度。この委員会中心主義の典型は米国で，英国は反対に本会議中心主義といわれてきたが，英国も次第に委員会を重視するようになった。日本の両院にはそれぞれ常任委員会と特別委員会があり，議員は少なくとも一つの常任委員会に所属し，任期中その地位にある。また委員会の審議は例外を除いて議員以外の者の傍聴は不許可である。
