Nikaido Administration - Yukimasa Nikaido

Date of birth and death unknown. A government official in the early Kamakura period. His father was Shirao Saburo Yukito. His mother was the younger sister of Atsuta Daigūji Fujiwara Suenori, and the aunt of Minamoto no Yoritomo's mother. He lived in Nikaido, Kamakura, and took the place name as his surname. He was the first head of the Nikaido clan. He was also known as Shirao Saburo, Oyamashiro, and Iku Bishamon. In January of 1180 (Jishō 4), he was appointed Shojō, Jorokui Jō, for his contribution to preparing lumber and other materials for the repair of the Shintōden (the sacred treasure hall) of the Kazue no Tsukasa (the Accountant's Office). He then went down to Kamakura, and in August of 1184 (Genryaku 1), he served as the magistrate for the construction of the Kumonjō (public record office), and in October, he became a resident of the Kumonjō (public record office). During the Oshu Battle in July 1289 (Bun'ji 5) and Yoritomo's entry into Kyoto in November of the following year, he was one of Yoritomo's close aides and prepared documents as his right-hand man. When the Mandokoro was opened in January 1291 (Kenkyu 2), he was appointed as a Rei, and the following year he was made a Junior Minister of Civil Affairs, and in 1293 he was conferred a peerage and given the title of Taifu of Civil Affairs, and in the same year he was ranked as a betto of the Mandokoro. In April 1299 (Shoji 1), when a council of 13 people was established, he was added to the list. In April 1204 (Genkyu 1), he was appointed as Yamashiro no Kami, but left his post in January of the following year.

生没年不詳。鎌倉初期の吏僚。父は白尾三郎行遠(ゆきとお)。母は熱田(あつた)大宮司藤原季範(すえのり)の妹で、源頼朝(よりとも)の母の叔母にあたる。鎌倉の二階堂に住し、地名を苗字(みょうじ)とする。二階堂氏の初代。また白尾三郎、大山城、生毘沙門などとも号す。1180年(治承4)正月、主計寮(かずえのつかさ)の守公神宝殿修造の際の材木などを準備した功により、正六位上主計少允(しょうじょう)に任ぜられる。その後鎌倉に下り、84年(元暦1)8月公文所(くもんじょ)新造の奉行(ぶぎょう)を勤め、10月公文所寄人(よりゅうど)となる。89年(文治5)7月の奥州合戦、翌年11月の頼朝入洛(にゅうらく)では、頼朝の側近にあって右筆(ゆうひつ)として文書作成にあたった。91年(建久2)正月政所(まんどころ)開設の際に令(れい)に任ぜられ、翌年民部少丞(みんぶのしょうじょう)、93年叙爵、民部大夫(たいふ)と称し、同年政所別当に列す。99年(正治1)4月、13人の合議制が発足するとその1人に加えられた。1204年(元久1)4月山城守(やましろのかみ)に任ぜられたが、翌年正月任を去った。
