Inoue Kakugoro

Politician and businessman. Born in Fukuyama City, Hiroshima Prefecture. His pen name was Takuen. He graduated from Keio Gijuku in 1882 (Meiji 15), and became an advisor to the Korean government on the recommendation of Yukichi Fukuzawa. He launched the Hanseong Junpo (monthly, written in Chinese) in October 1883, and the Hanseong Shubo (weekly) in January 1886. Hanseong is the official name of Seoul (meaning capital). The Shubo was the first modern official gazette and newspaper in Korea. The Shubo was the first to use a mixture of Korean characters and Chinese characters, which was created with the help of Kang Wei. After this, the mixture of Korean and Chinese characters became widespread. He was also involved in the Gapsin Coup led by Kim Ok-gyun and others in December 1884. After returning to Japan, he served as a member of the House of Representatives for 14 terms from 1890, and served as executive director of the Hokkaido Colliery Railway, president of Nippon Steel Corporation, and chairman of Nippon Paint Co. He was also involved in the establishment of the Gyeongbuk-do Railway and the South Manchuria Railway.

政治家、実業家。広島県福山市出身。号は琢園(たくえん)。1882年（明治15）慶応義塾を卒業し、福沢諭吉の勧めで朝鮮政府の顧問となった。1883年10月に『漢城旬報』（旬刊、漢文）を、1886年1月に『漢城周報』（週刊）をそれぞれ創刊した。漢城とはソウル（京城、都(みやこ)の意）の正称。『旬報』は朝鮮における最初の近代的な官報兼新聞。『周報』では、姜瑋(きょうい)の協力を得て創出した朝鮮文字と漢字の混用文を初めて用いた。これ以後、朝漢混用文が普及した。また、1884年12月に起きた金玉均らの甲申(こうしん)政変にも関与した。帰国後は、1890年から衆議院議員を14期務め、北海道炭鉱鉄道専務、日本製鋼社長、日本ペイント会長を歴任した。そのほか、京釜(けいふ)鉄道、南満州鉄道の設立にもかかわった。
