...On June 7 of the same year, the Archbishop, acting as the Viceroy's representative, and Belveo concluded the Zipaquila Agreement, which called for the dismissal of the constables, the repeal of the new taxes, and the appointment of colonial citizens to public office, on the condition that the rebels were dissolved. However, the Viceroy rejected the agreement, and the rebels were suppressed by the colonial government forces the following year, 1882. The main reason for the defeat of this important rebellion, which was the beginning of the colonial independence movement, was probably that the white merchant class remained apart from the Indian populist faction led by Ambrosio Pisco until the very end.
