A member of the imperial family in the early Heian period. He was the son of Emperor Kanmu and Fujiwara no Daitsugu's daughter Kawako. He is said to have had a clever and generous personality, and the "Soujusenmei no Michi" (the method of reciting congratulatory messages and reciting decrees) that he learned from Fujiwara no Otsugu was considered a model for the time, and he taught it to Fujiwara no Mototsune and Oe no Otohito at his own residence, Rokujo-tai. After serving as the head of the Danjodai, he became the Minister of Ceremonies in 850. He had 14 sons and 15 daughters in his lifetime, and became the maternal grandfather of Emperor Uda, the son of Princess Hanshi, who ascended to the throne. After his death, he was posthumously awarded the title of First Rank and Grand Minister of State in 887. It is said that the keyhole-shaped tumulus in Uzumasa Minoyama-cho, Ukyo Ward is his grave (Takabatake Tomb), but this was designated in the Meiji period, and the shape of the tumulus makes this doubtful.

平安前期の皇族。桓武天皇と藤原大継の娘河子の子。利発で寛大な性格であったといい,藤原緒嗣から伝授された「奏寿宣命の道」(寿詞を奏し宣命を読誦する法)は当時の模範とされ,自邸六条第において藤原基経や大江音人らに伝え習わせたという。弾正台の長官などを経て,嘉祥3(850)年式部卿。生涯に男子14人,娘15人をもうけ,このうち班子女王所生の宇多天皇が即位したことで外祖父となり,没後仁和3(887)年,一品,太政大臣を追贈されている。右京区太秦箕山町にある前方後円墳が墓所(高畠墓)と伝えられているが,明治期に治定されたもので,形状からいっても疑わしい。
