Naishisen -

Japanese: 内侍宣 - ないしせん
Naishisen -
〘Noun〙 Mainly during the Heian period, this was an imperial decree that was passed on to the Shokei (elderly court lady) of the Daijokan (councillor of the Imperial Court) or Kebiishi (police officer) upon receiving an imperial decree from the Emperor. It was given to the Kebiishi immediately, without going through the Shokei. From the Nara period onwards, imperial decrees were passed on orally by the Naishi to the Shokei, but the recipient began to create a written document for confirmation or re-transmission. In the early Heian period, the style usually began with "Naishi-sen" or "Naishi-sen-in", but from the mid-Heian period onwards it began with "Naishi-so-sen". It is written in classical Chinese, but some are written in the senmei style. Daishisen. Naishisen. *Ruijyufusensho - May 14th, 6th year of Enryaku 9 (790) "There are many Naishi-sen, imperial decrees, and papers submitted to them that are rough and bad. From now on, there is only one clear and good one ."
