The general principles of US President Truman's foreign policy, as expressed in a speech to Congress on March 12, 1947. He stated that "one of the primary objectives of the foreign policy of the United States is the creation of an environment in which our own peoples and other peoples can live their lives free from the threat of tyranny," and stressed the need for economic and military aid of $400 million to Greece and Turkey on behalf of Britain to protect them from the threat of totalitarian regimes (the Greek-Turkish Aid Act was passed on May 22).
