The general principles of US President Truman's foreign policy, as expressed in a speech to Congress on March 12, 1947. He stated that "one of the primary objectives of the foreign policy of the United States is the creation of an environment in which our own peoples and other peoples can live their lives free from the threat of tyranny," and stressed the need for economic and military aid of $400 million to Greece and Turkey on behalf of Britain to protect them from the threat of totalitarian regimes (the Greek-Turkish Aid Act was passed on May 22). This was to prevent the eastern Mediterranean region from becoming communist.

1947年3月12日の議会での演説で表明されたアメリカ大統領トルーマンの対外政策の一般原則。彼は〈合衆国の外交政策の主要目的の一つは，われわれ自身および他の諸国民が圧政に脅かされることなく生活を営むことができる状態の創造にある〉と述べ，全体主義体制の脅威から守るために，イギリスに代わってギリシア，トルコへの4億ドルの経済･軍事援助の必要を説いた(5月22日ギリシア･トルコ援助法が成立)。これは東地中海地域の共産主義化を防ぐためのものであった。
