Year of death: April 13, 1905 (Meiji 38) Year of birth: 1848.1.10 (12.5.1848) An army officer and politician during the Meiji period. His pen name was Tokuan. He was the eldest son of Nakamura Takayoshi, a samurai of the Choshu (Hagi) domain. He was expelled by his parents for being violent and reckless, and took the name Torio. In 1858 (Ansei 5), he became a disciple of Egawa Tarozaemon, and in 1863 (Bunkyu 3), he joined the Kiheitai. During the Boshin War, he formed the Torio Unit and fought in various places. In 1870 (Meiji 3), he was in charge of military reforms in the Kishu (Wakayama) domain, and then joined the Ministry of War. In 1871, he became a major general and director of the Military Affairs Bureau of the Ministry of the Army, and in 1872, he became commander-in-chief of the Osaka Garrison. From 1876 to 1882, he was director of the General Staff. During the Satsuma Rebellion (1877), he was in charge of logistics and supply as the army's administrative officer at the temporary residence. From 1817 to 1818, he was the Commander-in-Chief of the Imperial Guard, but did not attend service; when the scandal over the transfer of Hokkaido Development Agency property occurred in 1819, he petitioned with Tani Kanjo and others to reconsider the transfer and to establish a "Constitutional Founding Assembly," and thereafter strengthened his criticism of clan factions. From 1819 to 1920, he was Director-General of the Cabinet Statistical Board, and from 1921 to 1922, he made a business trip to Europe, and in 1926, he founded the Nippon Kokukyo Daidosha and organized a conservative, centralist faction. In 1922, he opposed Foreign Minister Okuma Shigenobu's proposed treaty revision, criticizing it as "the appointment of foreign judges to the Supreme Court being unconstitutional," admonishing Okuma to resign, and was also reprimanded for participating in a private opposition rally.
