Land use is an academic and policy field that examines the state and manner of land use, the current state of land use, and researches ways to improve land use. Since the state and the land form the basis of people's activities, the natural characteristics of the land, human lifestyles, population, and the size of the land are basic factors in considering land use. There is a wide variety of land forms, conditions, and usage situations, and there is a significant difference in the intensity and competition of land use between developed and developing countries, or between countries with large land areas such as the United States and countries with large populations on small land areas such as Japan. In order to grasp the state of land use, each country classifies land use into large and small categories, but the general classification is agricultural land, forestry land, urban land, recreational land, and other, and the first two are sometimes classified as rural land use and the latter two as urban land use. A characteristic of Japan today is that urban areas are expanding into rural areas, and intense competition for land use is occurring over the conversion of rural land to urban land use. It is important to promote land use in an orderly manner, and a major challenge is to formulate the most rational, effective, and appropriate land use plans for each region and to consider corresponding land use classifications.

土地の利用の状態および仕方，また土地の利用の現状を調べ，よりよい利用方法を研究する学問・政策分野。国家と国土が人々の活動の基調をなしているから，土地の自然的な性質と人間の生活様式，人口と国土の広さが，土地利用を考えるうえでの基本的事項となる。土地の形態，条件，利用状況は多種多様であり，また先進工業国と発展途上国，あるいはアメリカのように大きな国土をもつ国と日本のように狭い国土に大きな人口をかかえている国とでは土地利用の集約度や競合にかなりの差がある。土地利用の状態を把握するために，各国で土地利用の区分を大小に分けて行なっているが，一般的な大区分では，農業用地，林業用地，都市用地，レクリエーション用地，その他に分けられ，前2者を農村的土地利用に，後2者を都市的土地利用に大別することも行われている。現在の日本にみられる特徴は，都市地域が農村地域へ拡大して，農村的土地から都市的土地への利用転換をめぐって激しい利用競合が生じていることである。土地利用を秩序正しく推進することは重要なことであり，最も合理的，有効的，かつ適切な土地利用計画をそれぞれの地域に即して立て，これに対応した土地利用区分を考えることが大きな課題とされる。
