A city in southern Tochigi Prefecture. It was incorporated as a city in 1937. It occupies the alluvial lowlands of the southeastern foot of the Ashio Mountains and tributaries of the Watarase River, such as the Uzuma River. During the Edo period, the city center flourished as a post town and market town on the Nikko Reibeishi Kaido road, and as the terminus of boat transport on the Uzuma River. The Tochigi Prefectural Office was located here from 1871 to 1884. It is connected to the Ryomo Line and the Tohoku Expressway, and is the junction of the Tobu Railway Nikko Line and Utsunomiya Line. Production of traditional footwear such as geta (wooden clogs) and sandals, brooms, and lime has decreased, while food processing and machine industries have developed. Many storehouse buildings remain along the old Reibeishi Kaido road and the Uzuma River, and the "Storehouse Town Walking Course" attracts tourists. In March 2010, the city merged with Ohira-cho, Fujioka-cho, and Tsuga-cho in Shimotsuga-gun, and incorporated Nishikata-cho in Kamitsuga-gun in October 2011 and Iwafune-cho in April 2014. The city sustained damage during the Great East Japan Earthquake. ^{331.50 km2} . 164,024 people (2010).

栃木県南部の市。1937年市制。足尾山地南東麓と巴波(うずま)川など渡良瀬川支流の沖積低地を占める。中心市街は江戸時代，日光例幣使街道の宿場町，市場町，また巴波川舟運の終点として栄えた。1871年から1884年まで栃木県庁が置かれた。両毛線，東北自動車道が通じ，東武鉄道日光線と宇都宮線の分岐点にあたる。伝統の下駄，サンダルなどのはきもの，ほうき，石灰は減少し，食品加工，機械工業が発達する。旧例幣使街道と巴波川沿いには，塚田歴史伝説館などの蔵づくりの建物が多く残り，〈蔵の街遊歩コース〉として観光客を呼んでいる。2010年３月下都賀郡大平町，藤岡町，都賀町と合併，2011年10月には上都賀郡西方町を，2014年４月には岩舟町を編入。東日本大震災で，市内において被害が発生。331.50km²。16万4024人（2010）。
