During the Muromachi period, these were earthen storehouses in and around Kyoto that were under the protection and control of the shogunate and were subject to taxes known as earthen storehouse taxes. It is said that there were already over 300 earthen storehouses in Kyoto at the beginning of the 14th century, and about 80% of them were vassals of the Sanmon (Enryaku-ji Temple). In 1393 (Meitoku 4), they, along with sake merchants, were placed under the unified control of the shogunate, and at that time all vested rights of the Sanmon and other powerful families were denied. However, the shogunate was not prepared to take control of individual earthen storehouses, and had no choice but to strengthen its control by building on the existing system. 室町時代,洛中洛外の土倉で幕府の保護統制下にあり,土倉役と称する課役を負担したもの。14世紀初頭の京都にはすでに300余軒の土倉があったとされるが,その8割方は山門(延暦寺)の被官であった。彼らを酒屋とともに幕府の一元的支配下においたのは1393年(明徳4)のことで,このとき山門をはじめとする権門勢家の既得権はすべて否定された。しかし幕府には個々の土倉を掌握するだけの準備があったわけではなく,既存の体制の上に乗って支配を強めていくよりほかなかった。
