都市災害とは,都市的災害,都市における災害のことであるが,都市活動を支える技術が近代化され,都市空間がますます高度に利用されるようになると,災害の態様が質的変貌を遂げ,都市災害という新しい概念で総括したほうが説明しやすい場合が出はじめている。一般的には災害の被災規模が都市的スケールの場合にも用いられるが,都市のあり方そのものが被災規模を拡大させてしまったような場合や,人口や施設が集中している都市部だから起こってくる多様な災害現象の場合を都市災害と総称している。
