Special city - Tokubetsushi

Japanese: 特別市 - とくべつし

Most countries have adopted a two-tier system of local government, with basic autonomous bodies placed under regional autonomous bodies such as prefectures or national administrative districts. However, due to the historical background of urban autonomy and the unique characteristics of being a large city, basic autonomous bodies may be given special administrative and financial provisions and may not be included in regional autonomous bodies. The term "special city" varies from country to country, but it is usually used to refer to a city with authority equivalent to that of a regional autonomous body like the ones mentioned above. The system of special cities is common in the Federal Republic of Germany (formerly West Germany).

大部分の国の地方制度は，二階層制を採用し，府県等の広域的自治体ないし国の行政区域の下に，基礎的な自治団体がおかれている。しかし，都市自治権の歴史的沿革や大都市であることの特異性を理由として，基礎的自治団体に行財政上の特例が設けられ，広域的自治団体に包括されないことがある。〈特別市〉とは，国によって一様でないが，通常は上記のような広域的自治団体なみの権限をもつ市をさして使われる。特別市の制度が一般化しているのは，ドイツ連邦共和国(旧，西ドイツ)である。
