The peasant uprisings occurred during the Muromachi period, demanding the issuance of a decree of amnesty. Local samurai, farmers, and horse-lenders in the Kinai region and the surrounding areas, who suffered from high interest rates and forced collection by financial businesses such as sake makers and soil storehouses, rose up in rebellions, demanding the issuance of a decree of amnesty from the shogunate, or directly attacking financial businesses. The most famous rebellion was in 1428 (Shocho 1), when horse-lenders in Omi, Yamashiro, and Yamato rose up in large numbers (→Shocho Uprising). Another large-scale uprising that occurred in September 141 (Kakitsu 1) was said to have involved tens of thousands of people, stretching from Omi Sakamoto to Yamashiro Fushimi and Saga. Other famous uprisings include those in 1429 (Kyotoku 3), 1430 (Choroku 3), 1431 (Kansho 2), 1432 (Bunmei 17), and 1433 (Entoku 2). 室町時代に徳政令の発布を要求して起した土一揆。酒屋,土倉などの金融業者の高利や強制取立てに苦しんだ畿内およびその周辺地帯の地侍,農民,馬借らが一揆を起して,幕府に徳政令の発布を要求,あるいは直接金融業者を襲撃した。正長1 (1428) 年近江,山城,大和の馬借が大挙して蜂起した一揆 (→正長の一揆 ) は有名。また嘉吉1 (41) 年9月に起った一揆は,近江坂本から山城伏見,嵯峨あたりまでに及ぶ大規模なもので,参加者は数万を数えたといわれる。このほか享徳3 (54) ,長禄3 (59) ,寛正2 (61) ,文明 17 (85) ,延徳2 (90) 年の一揆が有名である。 (→徳政 )
