Special Community - Tokushu Buraku

Japanese: 特殊部落 - とくしゅぶらく

A discriminatory term that has been used to refer to Burakumin communities and their people from those communities since the late Meiji period to the present day. It is a discriminatory term that is rooted in a lack of understanding of the Burakumin issue and a serious sense of discrimination against Burakumin, and its use should be avoided, but it is an extremely important term in elucidating the history of the Burakumin issue and the sense of discrimination against Burakumin in modern times. This term was used by administrative agencies in the Burakumin improvement policy after the Russo-Japanese War, as was used in the government's nationwide Buraku survey in 1907, and it spread among the general public through newspaper articles and other means, but it is mainly based on a mistaken historical understanding that seeks the origin of Burakumin communities in a different ethnic group and that the ancestors of Burakumin people were "immigrants" from the ancient Korean Peninsula or "Ezo" conquered by the Ritsuryo state.

明治後期から今日まで，被差別部落とその出身者に対して用いられてきた差別呼称。被差別部落問題への無理解と深刻な部落差別意識を根底に潜めた差別語であり，適用が避けられるべきであるが，近代における部落問題の歴史と部落差別意識を解明するうえできわめて重要な言葉である。この言葉は，1907年の政府の全国部落調査の際に用いられたように，日露戦争後の部落改善政策の中で行政機関が使い，新聞記事などによって民衆の間にも広まったが，主として被差別部落の起源を異民族に求め，部落の人々の祖先を古代の朝鮮半島からの〈渡来人〉や律令国家の征服した〈蝦夷（えぞ）〉などとする誤った歴史認識にもとづくものである。
