One of the national honors. It is awarded to those who have made outstanding contributions to the creative development of scientific inventions and discoveries, academic research, literature, sculpture, architecture, music, and other fields. It is a single-level award without class discrimination, and was established by the Order of Culture on February 11, 1937 (Showa 12). At the time, Japan was in a state of affairs where it was only copying and following foreign cultures in the fields of science and art, so it was decided to create and foster original culture, and the Order of Culture was created as a measure to encourage this. Until then, there had been almost no awards for achievements in the arts. The Minister of Education, Culture, Sports, Science and Technology selects the recipients from among those who have been selected as recipients of cultural merit under the Pension Law for Persons of Cultural Merit (Hotsu No. 125 of 1951), after hearing the opinions of all members of the Selection Subcommittee for Persons of Cultural Merit (Council for Cultural Affairs of the Agency for Cultural Affairs), and recommends them to the Prime Minister. The Order of Culture has been awarded since 1937, and since 1949 (Showa 24) it has been given once a year, in principle on Culture Day, November 3rd. The appropriate attire for the ceremony is a crested haori and hakama, frock coat or morning coat for men, and a white collared crest or robe montant for women. The medal is designed to look particularly good with Japanese clothing, and is worn with a central ribbon on the chest. The medal has a tachibana petal pattern, a magatama in the center, and tachibana leaves and fruit on the knob. In addition, Captain NA Armstrong and the other two crew members of the American spacecraft Apollo 11, which successfully made the first human landing on the moon (July 1969), were the first foreigners to be awarded the Order of Culture (issued on October 31, 1969).
