A faction within the Army in the early Showa period. It was named after a tendency centered on the staff of the Army Ministry and the General Staff, which opposed the Imperial Way faction and sought to control the military. Nagata Tetsuzan and others were central to this faction, and they were critical of the Imperial Way faction's young officers, placed importance on the control of the military by the military center, and tried to establish a national mobilization system with the military as the leading force through legal means. Nagata gathered Muto Akira, Tojo Hideki and others to study policies around the time of the October Incident in 1931, and after the Imperial Way faction's Army Minister Araki Sadao resigned due to illness in March 1934, he himself took the important position of Director of the Military Affairs Bureau and gained almost complete control of the military. In October of the same year, he published the so-called Army pamphlet, which advocated national unity. Nagata was assassinated by Imperial Way faction's Lieutenant Colonel Aizawa Saburo in August 1935, but the faction later rejected the Imperial Way faction on the pretext of the February 26 Incident, put Tojo Hideki at the forefront, and plunged into the Pacific War.

昭和初期の陸軍内部の派閥の一つ。陸軍省，参謀本部の幕僚を中心にした一つの傾向をさし皇道派と対立し，軍の統制をはかったことからこの名がある。永田鉄山らが中心となり，皇道派青年将校に批判的で，軍中央部による軍の統制を重視し，合法的手段によって軍を主導力とした国家総動員体制を構築しようとした。永田は 1931年の十月事件の頃から武藤章，東条英機らを集めて政策の研究を行い，34年3月皇道派の陸相荒木貞夫の病気退陣後，みずから軍務局長の要職について軍部の実権をほぼ掌握し，同年 10月いわゆる陸軍パンフレットを発表して挙国一致を唱えた。 35年8月永田は皇道派の相沢三郎中佐に暗殺されたが，その後同派は二・二六事件を口実に皇道派を退け，東条英機を前面に立てて太平洋戦争へと突入していった。
