Kenji Doihara

A military officer in the Meiji, Taisho and Showa periods. Graduated from the 16th class of the Army Academy and the Army War College. An expert on China, he was one of the Army's leading special agency chiefs. Born on August 8, 1883 in Okayama Prefecture. After working at the Tianjin special agency, he became the head of the Fengtian special agency in August 1931 (Showa 6). Immediately after the Manchurian Incident of the same year, he became the mayor of Fengtian and, through Yuan Jingui, created the puppet organization Liaoning Provincial Public Order Maintenance Committee. In November 1931, he caused an anti-Zhang Xueliang riot by Chinese people in Tianjin (the First Tianjin Incident), and took advantage of the chaos to transport Puyi (the last emperor of the Qing Dynasty, who later became the emperor of "Manchukuo"), who was in the Japanese Concession, to Manchuria. In October 1933, he was appointed head of the Mukden Special Agency again, and continued his work in Inner Mongolia. In June 1935, he signed the "Doihara-Qin Dechun Agreement," marking an important step in the work to separate North China, and in November, he established the puppet organization, the Jidong Anti-Communist Autonomous Committee (later the government). In 1938, as part of the peace work, he plotted to promote Wu Pei-fu, a warlord from the former Zhili region. At the time of Japan's defeat, he was the commander of the 12th Area Army (general). He was executed on December 23, 1948 as a Class A war criminal.

明治・大正・昭和時代の軍人。陸軍士官学校第16期、陸軍大学校卒業。中国通で、陸軍の代表的特務機関長の一人。明治16年8月8日岡山県に生まれる。天津(てんしん)特務機関勤務などを経て、1931年（昭和6）8月奉天(ほうてん)特務機関長となり、同年の満州事変直後、奉天市長に就任、袁金鎧(えんきんがい)を通じて傀儡(かいらい)組織遼寧(りょうねい)地方治安維持委員会をつくらせる。1931年11月、天津で中国人による反張学良(ちょうがくりょう)暴動を起こさせ（第一次天津事件）、その混乱に乗じて日本租界にいた溥儀(ふぎ)（清(しん)朝最後の皇帝で、のち「満州国」皇帝となる）を満州に移送した。1933年10月ふたたび奉天特務機関長に就任、内蒙(ないもう)工作を進め、1935年6月「土肥原‐秦徳純(しんとくじゅん)協定」を締結して華北分離工作の重要な一歩を築き、11月には傀儡組織の冀東(きとう)防共自治委員会（のち政府）を発足させた。1938年には、和平工作の一環として旧直隷(ちょくれい)系軍閥呉佩孚(ごはいふ)の担ぎ出しを画策。敗戦時は第一二方面軍司令官（大将）。A級戦犯として昭和23年12月23日に刑死した。
