〘Noun〙 Under the ritsuryo system, this was a certificate that allowed government officials to travel by horse-drawn carriage. Its exact details are unclear, but it appears that it was divided into intervals of 3 to 30 koku, and the number of horses available and the level of hospitality were determined by the number of intervals. Unlike the station bells used for speedy communication, these were carried by newly appointed provincial governors, various vassals (kotorizukai) , sumo wrestlers and other people traveling on non-urgent official business to show the county office that they were traveling on and to use the horse-drawn carriages prepared there.
