In 1952, the first major dispute after the Separate Peace Treaty, labor and management clashed as they sought to seize the initiative in labor-management relations after independence. Sohyo, which had made a "left turn" the previous year, aimed to launch a unified struggle that year, aiming to achieve large wage increases and establish a minimum wage system based on the so-called Sohyo Wage Programme, and to overthrow the Yoshida Shigeru Cabinet, placing the Electrical Workers' Union and the Japan Coal Miners' Union at the core of this struggle. On the other hand, in order to rationalize industry and improve labor-management relations after independence, the government and business world focused their attacks on the energy industry-based Densan (Japan Electrical Industrial Workers' Union) and the Japan Coal Miners' Union (Japan Coal Miners' Union), which were at the core of Sohyo, and the dispute unfolded around these two unions. 1952年に行われた,単独講和後の最初の大争議で,労使双方が独立後の労使関係における主導権の掌握をめざして激突した。前年に〈左転換〉をはたした総評は,この年,いわゆる総評賃金綱領にもとづく大幅賃上げと最低賃金制の確立,さらに吉田茂内閣打倒を期して,統一闘争を構え,電産,炭労をその中軸にすえた。他方,政府,財界は,独立後の産業合理化と労使関係の整備のために,エネルギー産業に属し,総評の中核でもある電産(日本電気産業労働組合)と炭労(日本炭鉱労働組合)に攻撃を集中したので,争議はこの二つの組合を中心に展開された。
