Delcassé, Théophile
Born: March 1, 1852, Ariege, Pamiers
[Died] February 22, 1923. Nice. French politician. He served as Minister of Colonies (1894-95) and Minister of Foreign Affairs (98-1905), and implemented France's imperialist policies. To counter the Triple Pact of Germany, he first strengthened the ties of the Franco-Russian alliance, and concluded the Anglo-French Entente in 1904, putting an end to the long-standing conflict between the two countries. During the Russo-Japanese War, he also tried to mediate between Britain and Russia, paving the way for the Triple Entente in 1907. During this time, Germany launched a diplomatic offensive against France's superior position in Morocco, and Delcassé, relying on the entente with Britain, insisted on a hard-line policy against Germany. However, France did not have the power to go to war with Germany alone, and Delcassé was isolated from both the cabinet and the parliament, and resigned as Foreign Minister (June 2005). In 1911, he returned to his position as Minister of the Navy, and in 1913, he gained the trust of Emperor Nicholas II as ambassador to Russia. With the outbreak of World War I, he became Foreign Minister again (August 14th) and concluded the Treaty of London with Italy, Britain and Russia, but resigned due to the failure of his foreign policy towards Bulgaria (October 15th).

フランスの政治家。植民地相 (1894~95) ,外相 (98~1905) を歴任し,フランスの帝国主義政策を遂行した。ドイツの三国同盟に対抗するため,まず露仏同盟の絆を固くして 1904年英仏協商を締結し,両国間の長年の対立関係に終止符を打った。日露戦争中もイギリス,ロシアの調停に努め,07年の三国協商への道を開いた。この間ドイツはモロッコにおけるフランスの優越的地位に対して外交攻勢を加え,デルカッセはイギリスとの協商関係を頼みとして対ドイツ強硬方針を主張した。しかしフランスは単独でドイツとの戦争に踏切る力をもっておらず,デルカッセは内閣からも議会からも孤立して外相を辞任 (05.6.) 。 11年海相として返り咲き,13年ロシア大使として皇帝ニコライ2世の信任を得た。第1次世界大戦の勃発とともに再び外相となって (14.8.) ,イタリア,イギリス,ロシアとの間にロンドン条約を結んだが,ブルガリアに対する外交政策の失敗によって辞任した (15.10.) 。
