The Yellow Turban Rebellion in 184 (Kowa 7) and the subsequent frequent popular rebellions became an opportunity for the rise of warlords throughout the country. First, He Jin (?-189), a relative of the emperor, established eight colonel commanders to guard Luoyang, and Yuan Shao and Cao Cao were among them, who eventually became independent and became powerful warlords. He Jin also requested Dong Zhuo, commander of the Shanxi army, to come to the court in order to wipe out the eunuchs.
