The practice of writing news, such as gossip, politics, and social information in letters is as old as the birth of letters themselves, but this refers to the product of specialized telecommunications companies that were established in 16th-century European trading centers such as Venice and Nuremberg, which hand-copied news and sold it to anyone who paid. It is contrasted with newspapers printed with movable type. The Fugger family, one of Europe's leading financial institutions at the time, had their local branches and telecommunications companies send them regular news by letter, and these types (the collection of which is called Fugger Zeitungen) can also be considered hand-written newspapers in the broad sense.

手紙に世間話，政治･社会情報など，ニュースを書くことは〈手紙〉の発生とともに古いが，16世紀ヨーロッパの商業貿易のセンターとなるベネチア，ニュルンベルクなどに成立した，ニュースを手書きで複製して代金を払えばだれにでも販売した専門通信業者の商品をいう。活字で印刷された新聞と対比していわれる。当時ヨーロッパ有数の金融業者であったフッガー家は，各地の支店，通信業者から定期的に手紙でニュースを送らせていたが，この類(その集成をフッガー･ツァイトゥンゲンFugger Zeitungenと称する)も広義の手書新聞とみなしてよい。
