British social policy scholar. Born in Bedfordshire, Wales. After leaving school at age 15, he worked in business and served as a historian in the Cabinet from 1942 to 1949. He rose to prominence rapidly after World War II, and in 1950 succeeded TH Marshall as professor of social science at the University of London, where he achieved great success in the field of social administration. Politically, he was a member of the Labour Party, and contributed to the formulation of Labour Party policies. He was directly involved in the formulation of social policies not only in the UK but also in many other countries overseas, such as Mauritius and Tanzania, and had a major influence on research and policy formation in social security, health, and welfare in other countries.

イギリスの社会政策学者。ウェールズのベッドフォードシャー生れ。15歳で学校を終えたあと実業界で働き，1942年から49年まで内閣で歴史家として勤務した。第2次大戦後に急速に頭角を現し，50年にT.H.マーシャルの後を継いで，ロンドン大学社会科学部の主任教授となり，ソーシャル･アドミニストレーション(社会行政学あるいは福祉政策学と訳される)の研究分野で多大の業績を挙げた。また政治的には労働党に属し，労働党の政策立案にも貢献するとともに，イギリス本土はもちろん，海外の多くの国々，たとえばモーリシャス，タンザニアなどの社会政策の策定に直接かかわりをもったほか，他の国々の社会保障，保健･福祉の研究や政策形成に大きな影響を与えた。
