1907‐73 British social policy scholar. Born in Bedfordshire, Wales. After leaving school at age 15, he worked in business and served as a historian in the Cabinet from 1942 to 1949. He rose to prominence rapidly after World War II, and in 1950 succeeded TH Marshall as professor of social science at the University of London, where he achieved great success in the field of social administration. Politically, he was a member of the Labour Party, and contributed to the formulation of Labour Party policies. He was directly involved in the formulation of social policies not only in the UK but also in many other countries overseas, such as Mauritius and Tanzania, and had a major influence on research and policy formation in social security, health, and welfare in other countries.
