A prime minister during the Zhenzong period of the Northern Song Dynasty in China. His pen name was Ishi, and he later became a public figure. He was a native of Suzhou and was appointed as a Jinshi in the second year of the Chunhua era (991). He was skilled in calculations, and in 1008 (the first year of the Dazhong Xiangfu era) he created the Jingde Accounting Record, a comprehensive overview of national finances. He worked with Wang Qinruo, who was also from the south, and used the rituals of heaven and earth to encourage the circulation of wealth accumulated in the royal family among the general public, and had many huge Taoist buildings built. He clashed with the leader of the conservative faction, Kou Jun, and overthrew him through political scheming, but was later exiled to Hainan Island himself.

中国，北宋真宗時代の宰相。字は謂之（いし），のち公言。蘇州の出身で淳化2年(991)の進士。計数に明るく，1008年(大中祥符1)に国家財政総覧《景徳会計録》を作る。同じ南方出身の王欽若らとくみ，天地の祭祀にことよせて，王室に蓄積された財貨を民間に流通させるようはからい，数多くの巨大な道教建造物を作らせた。保守派の旗頭，寇準（こうじゆん）と衝突，権謀術数で彼を失脚させたが，のちみずからも海南島に流された。
