Currency principle, banking principle
These were ideas asserted by supporters and opponents of the British Peel Banking Act (1844) in the debate over whether it should be passed. The impetus for the enactment of the act was the frequent financial panics that occurred in the first half of the 19th century after the end of the Napoleonic Wars and the resumption of gold convertibility. As a preventive measure, Monetarists (the Currency School, including Lord Overstone (SJ Lloyd), R. Torrens, and GW Norman) who supported the act argued as follows: Since the excessive issuance of banknotes was the very cause of panics, it was essential that issuing power be concentrated in the Bank of England and that the amount of issuance be increased or decreased in accordance with the bank's gold holdings.

イギリスのピール銀行法(1844)の可否をめぐる論争で,それぞれ賛成派と反対派によって主張された考え方である。法律制定のきっかけになったのは,ナポレオン戦争が終結し金兌換(だかん)再開後の19世紀前半に頻発した金融恐慌である。 この予防策として法律賛成派たる通貨主義論者(通貨学派。オーバーストーン卿(S.J.ロイド),R.トレンズ,G.W.ノーマンら)は次のように説く。銀行券の過剰発行こそが恐慌の原因であるから,発行権をイングランド銀行に集中し,しかも発行量を同銀行の金(きん)保有量にともなって増減させることが肝要である。
