The National Mobilization Law of 1938 (Showa 13) stipulated that any citizen could be employed in work in accordance with wartime needs, and the National Mobilization Order of 1939 embodied this the following year. The government was allowed to issue necessary orders to munitions companies regarding the employment, dismissal, employment, retirement, wages, and other matters of conscripted workers, and the supervision of labor management was integrated from the Ministry of Health and Welfare's labor administrators to the Ministry of Munitions. Conscripted workers were actually workers, and most of them were employees of small and medium-sized businesses, including retailers, and inexperienced workers. Real wages fell every year after 1938, with wages as compensation for labor denied. Labor mobility was prohibited, and labor intensification was openly carried out under the name of conscription.
