Originally, they were supervisory bodies for towns and villages established during World War II to instill war aims down to the grassroots level and to speed up administrative work. They were not independent bodies, but auxiliary bodies to prefectural governors. After the war, prefectures lost their supervisory authority over towns and villages, and prefectural governors were able to establish them at their discretion. In accordance with the provisions of Article 155 of the current Local Autonomy Act, they are general branch offices of prefectures established by governors in order to divide up the affairs that fall under their authority, and although their names are different, they have the same legal nature as branch offices. Local offices are established by ordinance in necessary locations, and their locations, names, and jurisdictions are also determined by ordinance. In cities, towns, and villages, the equivalent is a branch office or a local office.

元来は第二次世界大戦中に戦争目的を末端にまで浸透させ、かつ行政事務の敏速化を図るために設けられた町村に対する指導監督機関。独立の機関でなく、府県知事の補助機関であった。戦後、府県の町村に対する監督権の消滅により知事が任意に設置できることになった。現行地方自治法第155条の規定に即していえば、都道府県において、知事がその権限に属する事務を分掌させるために設置する都道府県の総合出先機関であり、名称は異なるが、支庁とその法律上の性質を同じくする。地方事務所は必要な地に条例で設置され、その位置、名称および所管区域も条例の定めるところによる。市町村においてこれに相当するのは支所、出張所である。
