Local supervisors appointed in 1869 (Meiji 2), 1882 and 1883. In 1869, inspectors were dispatched to Ou, Iwashiro, Wakamatsu, Ryou, and Sanriku to grasp the civil situation in the Ou region, which had become a battlefield during the Boshin War. However, they were abolished when inspectors were appointed to Ou and Hokuriku in the government reform of July of the same year. Later, in 1882, as the Freedom and People's Rights Movement gained momentum and conflict between local officials and local people intensified, local inspectors were appointed again. The purpose of establishing inspectors was to accurately grasp the local political situation and the extent to which the Freedom and People's Rights Movement had taken hold, to find ways to suppress the Freedom and People's Rights Movement, and to formulate policies to stabilize the political situation. 1869年(明治2)および82年,83年の両年におかれた地方の監督官。戊辰戦争で戦場となった奥羽地方の民政状況を把握するために,1869年奥羽・岩代・若松・両羽・三陸巡察使を派遣したのがはじまりだが,同年7月の官制改革により,奥羽,北陸に按察使が設置されたのを機に廃止された。その後82年,自由民権運動が高揚し,地方官と地方民衆の間に対立紛争が激しくなった状況下で,再び地方巡察使が設置される。地方の政治状況,自由民権運動の浸透状況を正確に把握したうえで,自由民権運動の弾圧策を探り,政情を安定させる政策をたてることが巡察使設置の目的であった。
