Local supervisors appointed in 1869 (Meiji 2), 1882 and 1883. In 1869, inspectors were dispatched to Ou, Iwashiro, Wakamatsu, Ryou, and Sanriku to grasp the civil situation in the Ou region, which had become a battlefield during the Boshin War. However, they were abolished when inspectors were appointed to Ou and Hokuriku in the government reform of July of the same year. Later, in 1882, as the Freedom and People's Rights Movement gained momentum and conflict between local officials and local people intensified, local inspectors were appointed again. The purpose of establishing inspectors was to accurately grasp the local political situation and the extent to which the Freedom and People's Rights Movement had taken hold, to find ways to suppress the Freedom and People's Rights Movement, and to formulate policies to stabilize the political situation.
