Livestock Industry Promotion Corporation

A special corporation that was the predecessor of the Agriculture and Livestock Industries Corporation. It was established in 1961 with the main purpose of stabilizing livestock prices. Based on the Law on Price Stabilization of Livestock Products, it sought to stabilize prices through buying or selling when the prices of dairy products and meat fluctuated significantly. Its primary purpose was to guarantee the income of livestock farmers by stabilizing livestock prices, but it also served as a consumer measure to prevent sudden increases in livestock prices. It also acted as a central import agency for livestock products, but in April 1991, the beef import quota system for the Corporation was abolished due to the liberalization of beef imports. Pork had also been liberalized, and purchases were made to the extent necessary to prevent price increases, but this was abolished. As a result, the price stabilization system was maintained mainly through adjustments made by buying and selling designated products. In 1990, the Beef Calf Production Stabilization Special Measures Law was enacted as a measure to liberalize imports, and the granting of producer subsidies and producer savings subsidies for beef calves was added to the scope of the organization's duties. In 1996, it was merged with the Silk and Sugar Price Stabilization Corporation to become the Agriculture and Livestock Industries Promotion Corporation, and in 2003, it was merged with the Vegetable Supply Stabilization Fund to become the Agriculture and Livestock Industries Promotion Organization.

独立行政法人農畜産業振興機構の前身の特殊法人。畜産物価格の安定を主たる業務目的として 1961年に設立。畜産物の価格安定に関する法律に基づき，乳製品および食肉の価格が大きく変動した場合，買いもしくは売りを通じ価格の安定をはかった。第一義的には畜産物価格安定により畜産農家の所得保障を目的としたが，他方，畜産物価の急騰を抑えるという消費者対策をも兼ねていた。畜産物の一元輸入機関でもあったが，1991年4月，牛肉の輸入自由化により同事業団への牛肉の輸入割当制度が廃止された。豚肉もすでに自由化されており，その後も価格騰貴の抑制に必要な範囲での買い入れが行なわれていたが廃止された。これにより価格安定制度はおもに指定品の売買による調整処理によって維持されることになった。また 1990年からは，輸入自由化対策として制定された肉用子牛生産安定等特別措置法により，肉用子牛についての生産者補給交付金および生産者積立助成金の交付が業務に加わった。1996年，蚕糸砂糖類価格安定事業団と統合され農畜産業振興事業団となり，2003年野菜供給安定基金と統合され農畜産業振興機構となった。
