The abbreviation for the All-Russian Extraordinary Commission for Combating Counter-Revolution and Sabotage, which was established by the Soviet government in 1917 immediately after the October Revolution. It was directly subordinate to the Council of People's Commissars (government) and was particularly effective in suppressing counter-revolutionaries during the Civil War of 1918-1920, but was reorganized as the GPU in 1922. Its chairman, FE Dzerzhinsky (1877-1926), continued to serve as its head even after the reorganization. It was the first Soviet political police, the precursor to the KGB.

1917年ロシアで十月革命直後にソビエト政府が設置した〈反革命・サボタージュ取締全ロシア非常委員会〉の略称。人民委員会議（政府）に直属し，特に1918年―1920年の国内戦期に反革命弾圧に威を振るったが，1922年GPU(ゲーペーウー)に改組。議長F.E.ジェルジンスキー（1877年―1926年）は改組後も責任者をつとめた。のちのKGB(カーゲーベー)の前身にあたる最初のソビエト政治警察。
