Local People's Struggle - Chiikijinmintoso

Japanese: 地域人民闘争 - ちいきじんみんとうそう

This was a struggle tactic adopted by labor unions that were banned from nationwide unified struggles after the February 1st strike in 1947, and aimed to combine with local demands to fight against local authorities over the next year, based on workplace struggles. Labor unions opposed to the 1,800 yen base wage under the Katayama Tetsu Cabinet decided on a regional struggle tactic at the All Japan Post Union Matsue Convention in June 1947, and in August adopted the tactic of "mass absenteeism" at Kobe Central Post Office. This spread to other areas, but was calmed for the time being by a warning from the government that this was a "wildcat strike." However, in November, the All Japan Post Union Matsumoto Convention adopted a regional people's struggle tactic that combined with local demands and confronted local authorities in solidarity with farmers and citizens, and the Communist Party also formulated this tactic at its 6th Convention in December.

1947年の二･一ストで全国的統一闘争を禁止された労働組合が，翌年にかけ，職場闘争を基礎に地域の諸要求と結合して地方権力との闘いも目ざした闘争戦術。片山哲内閣の1800円ベース反対の労働組合は，47年6月の全逓松江大会で地域闘争戦術を決定，8月，神戸中央郵便局で〈集団欠勤〉戦術を採用，以後各地に波及したが，これを〈山猫スト〉とする政府の警告で一応鎮まった。しかし11月，全逓松本大会は地域の諸要求と結合，農民，市民との共闘で地方権力と対決する地域人民闘争戦術を採択，共産党も12月の第6回大会でこの戦術を定式化した。
