This insurance was established in May 1970, following the amendment of the Export Insurance Law, by integrating Overseas Investment Principal Insurance and Overseas Investment Profit Insurance. The former was established in 1956 to compensate for losses incurred when the principal invested overseas was lost or confiscated by the host government due to unforeseen circumstances such as war or civil unrest in the country of investment, while the latter was established in 1957 to compensate for losses incurred when dividends from overseas investment could not be remitted to Japan for more than two years. As overseas investment became more popular, its value was reaffirmed, and the contents were improved by the amendment of the law in 1970, and Overseas Investment Insurance was established. In January 1972, in order to ensure stable imports of mineral resources, loans to non-management controlled companies (loans for mineral purchases) were also included as insurance targets, and credit risks were also covered in addition to political risks. In 1987, the law was amended to expand the scope of credit risk guarantees, and the name was changed from the Export Insurance Law to the Trade Insurance Law.
