A scholar of Japanese classics in the mid-Edo period. The eldest son of Tanigaki Mori, the grandson of Tani Shinzan, a samurai of the Tosa (Kochi) domain. His childhood name was Tojun, his pen name was Tannai, his minor pen name was Toju, and his pen name was Hokukei. His given name was Macho. In his late teens, he had his poems corrected by Inagaki Chofuku. At the age of 20, he went to Tokyo, and after returning to Japan, he was introduced by his father to become a disciple of Kamo no Mabuchi, who corrected his poems. He was not satisfied with Shintoism, which had been the family teaching since his grandfather's generation, and developed his own theory, leading his father to say, "Our family has given birth to a devil." In 1760, he became a professor at the Kyojukan of the domain school. He later became a magistrate of the port, and during the Tenmei domain reforms, he was selected by the domain lord Yamauchi Toyotsugu, and after serving as a magistrate of the county and magistrate of construction, he was appointed to the important position of ometsuke, and carried out reform politics, eventually resigning in 1791.

江戸中期の国学者。土佐(高知)藩士谷秦山の孫,谷垣守の長男。幼名挙準,字丹内,小字虎寿,号北渓。真潮は名。10代の終わりに稲垣長諷に歌の添削を受けた。20歳のとき上京,帰国後父の紹介で賀茂真淵に入門し,歌の添削を受けた。祖父の代より家学となっている神道においてはそれに満足せず,独自の学説を立て,父は「我家悪魔を生ず」といったという。宝暦10(1760)年藩校教授館教授。のち浦奉行となり,天明の藩改革に際しては藩主山内豊雍に抜擢され,郡奉行,普請奉行を経て大目付の重職に付き,改革政治を断行,寛政3(1791)年に辞職した。
