This is a mountain hakama (Japanese traditional long pants) for work, called matta hakama or yuki hakama, and also written as tatetsuki or tatetsuki. It is made of momohiki (Japanese traditional long pants) and gaiters (Japanese traditional short pants), and fits tightly below the knee. It was originally a hunting outfit for local samurai, but became common during the Sengoku period, and became work wear for the common people during the Edo period.
