In the northeastern United States of America, New England, and in the upper Midwestern states where New England Yankees migrated, the town is the core of the local political system, and the town meeting is the highest decision-making body of the town. It is usually held once a year, usually in the spring, and all voters have the right to participate. In fact, the custom of allowing all male residents to participate has been established since colonial times, making it the only form of direct democracy in the American political system.
