The resolution of the German Council of Ministers, held in Karlsbad on August 6-31, 1819, under the initiative of Metternich, decided on four draft laws, consisting of the University Law, the Press Law, the Law against Seditious Persons, and the Enforcement Regulations, for the purpose of suppressing the Liberal and Nationalist Movement (Burschenschaft). This was approved by the Bundestag and became Federal Law.

1819年８月６日〜31日，メッテルニヒの主唱の下にカールスバートKarlsbadで開かれたドイツ10ヵ国大臣会議の決議。自由主義・国民主義運動（ブルシェンシャフト）の弾圧を目的とし，大学法，出版法，扇動者取締法および執行規定からなる４部の法律草案を決定。これは連邦議会の承認を得て連邦法となった。
