Founded in January 1931 by merging the Greater Japan Youth Association, the Greater Japan Women's Youth Association, the Greater Japan Boys' League, and the Imperial Boys' League Association, the organization was placed under the supervision of the Minister of Education. Its headquarters was at the Japan Youth Hall in the outer gardens of Meiji Shrine, Tokyo. Its purpose was to provide practical training for young men and women in accordance with the Imperial Way, to foster a strong and unshakable national character, and to cooperate with national policy in carrying out the war. Members included students from elementary schools and Youth Schools who had completed the third year or higher. A systematic organizational network was organized in accordance with the administrative structure, from prefectures to cities, wards, and towns and villages, with the heads of each group acting as leaders. Disbanded in June 1945 in response to the policy for organizing student corps enacted by the "Wartime Education Order" of May of the same year.

1931年1月大日本連合青年団,大日本連合女子青年団,大日本少年団連盟,帝国少年団協会の4つを統合して結成され,文部大臣の統轄下におかれた団体。本部は東京,明治神宮外苑の日本青年館。男女青少年に対して皇国の道にのっとって団体的実践鍛練を施し,確固不抜の国民的性格を錬成し,戦争遂行の国策に協力することを目的とした。国民学校 3年以上青年学校生徒までが団員であった。行政機構に対応して道府県-都市区-町村という系統的組織網を編成し,それぞれの長が団長となった。 45年5月の「戦時教育令」による学徒隊編成方策に応じて同年6月解散。
