The secret political police of Imperial Russia. Its official name was the Third Department of the Imperial Cabinet. In the midst of the unrest in society following the Decembrist Revolt, Nicholas I established the Third Department in July 1826 as an organization to directly prevent anti-government movements, along with the issuance of the censorship law to crack down on harmful ideas. The first chief was Count Benckendorff, who also served as the head of the gendarmerie. It was made up of five sections: the First Section, which was responsible for monitoring anti-government organizations and groups; the Second Section, which was responsible for monitoring religious heresy and cracking down on counterfeit currency; the Third Section, which was responsible for monitoring foreign residents and collecting information from abroad; the Fourth Section, which was responsible for monitoring the movements of rural areas and peasants; and the Fifth Section, which was responsible for censoring documents.

帝政ロシアの秘密政治警察。正式名称は〈皇帝直属官房第三部〉。デカブリストの反乱以後の不穏な社会情勢のなかで，〈有害な〉思想を取り締まる検閲法の発布とともに，1826年7月反政府運動を直接防止する機関として，ニコライ1世により創設された。初代長官は憲兵隊長も兼任するベンケンドルフ伯。反政府組織や団体の監視を担当する第一課，宗教的異端の監視と偽造貨幣の取締りを担当する第二課，在留外国人の監視と国外情報の収集を担当する第三課，農村と農民の動向の監視を担当する第四課，文書の検閲を担当する第五課の五つの課から構成されていた。
