The name of the powerful Daidaikan who were at the center of control of the Kanto domain in the early Edo period. Generally, it refers to powerful local samurai such as Ina Tadatsugu (Bizen no Kami) of Mikawa, Okubo Nagayasu (Iwami no Kami) a former retainer of Takeda, and Hikosaka Motomasa and Hasegawa Nagatsuna, former retainers of Imagawa. They were in charge of land surveys and granting stipends before entering Kanto in 1590 (Tensho 18), but after entering the region, they became part of Tokugawa Ieyasu's close aides and carried out local administration by directing the Daidaikan and clerks while participating in the Shogunate government. In particular, they exercised individual control centering on the village camps, but from the many documents issued by a joint force, it is clear that the Daidaikan controlled the entire Kanto region.
