These are loans of funds made by foreign countries as a form of investment in China, but before 1949 they were used as a means for the great powers to acquire interests in China. After the establishment of the People's Republic of China, loans were mainly received from the Soviet Union, but loans disappeared due to the Sino-Soviet conflict and the subsequent Cultural Revolution. However, as part of the modernization policy adopted in the late 1970s, China began to actively accept loans, and continues to do so to this day. Loans to China can be divided into political loans (used for military expenses and reparations) and commercial loans (for promoting railways and mining and manufacturing).
