This is a work by the late Edo period Confucian scholar Nakai Chikuzan. It is a 5-volume work. It was written in 1788 (Tenmei 8) in response to a request from Matsudaira Sadanobu, the then Chief Advisor of the Council of Elders. A part of it was completed the following year in 1789 (Kansei 1) and presented to him, and the entire work was completed in 1791. The contents of the book include topics such as the royal family, the national system, alternate attendance, transfer of provinces, loans from feudal lords, under the command of the emperor, the foreign trade market, Korea, the Ryukyu Islands, the Emishi, gold and silver coins, water supplies, prices, regular storehouses, shrine storehouses, household gates, the poor, rice prices, wealth at temples and shrines, rice brokers, horse brokers in towns, abandoned children, and personal caps, and it offers a wide range of proposals on various issues related to the political, economic, and social policies of the feudal domain system. What is particularly distinctive about the book is its extensive reference to the lives of ordinary people.
