At one point, control of Tsushima was taken over by Hayada Saemontaro, the leader of the wako, but he later restored relations with Korea and worked to establish control over the island. In 1438 (Eikyō 10), he established the Bunbin system, which required those traveling to Korea to have a Bunbin (travel certificate) from the Lord of Tsushima, the Mune clan, and in 1443 (Kakitsu 3), he concluded the Kihai Treaty with Korea, gaining the right to send 50 envoys per year.
